Yes, The food packs are dehydrated and require you to add water to the pouch to rehydrate the food contents and make it edible. The food will be a lot more palatable and rehydrate a lot quicker with hot water, though. Once rehydrated, the food can also be heated on a conventional stovetop or in a microwave. You can pull one out and experiment with it. You can easily buy a single pouch later as a replacement.
