It does fool the woodpeckers and keep them away
It works -- which is good. The string support is too flimsy. I use kite string and it works great. I also attach one end of the string to the end of about 5 inches of of PVC tubing. I put a screw into the wall at an angle and put the other end of the PVC tubing over the screw. This keeps the owl away from the house so it can freely move with the wind.

Discouraged persistent woodpeckers from drilling my house's cedar siding!
I live in the woods with multiple woodpecker species.I had a rather persistent red bellied woodpecker who kept trying to drill itself a house in my cedar siding and move in. Then a rather *large* pileated woodpecker showed up too, with a bill like a jackhammer. The big ones can do major damage pretty quickly because those big powerful beaks mean business! .I went outside and scare them every time I heard them drilling, but they only stayed away for about 15 minutes then would be back.I purchased these shimmery owls in desperation to scare them off, and it works! the one piece of advice is that they have to be hanging on their strings and able to twist in the breeze and make the little bells sound. Even the slightest of breeze will move them.The motion creates the shimmering effect that apparently scares them as does the faint bell sound the bells makes. If the string tangles up until they can't move, the birds will show up again. So I know if I hear drilling start again, I have to go outside again and untwist them so they can move freely.The bell sound is faint (kind of like a baby rattle), so it won't disturb you or neighbors and can't be heard inside the house.So highly recommend if you have a woodpecker problem.

Somewhat Functional - Placement Priority
Hmmm well - this is somewhat functional. Wound up with a woodpecker issue and had to repair a hole the woodpecker created in the side of the house. The problem is the damage was at the second floor and birds had been damaging the siding for a while. Upon realizing the damage, had to repair the siding with an extra high ladder then find a way to deter the woodpeckers. Found these owls and spirals, installed using a wood screw at the second floor (about 4 with the spirals) then waited to see. At first, it sounded like there were woodpeckers inside the wall that was only heard at night or morning. Turns out, the bells on the bottom of the owls were making a racket with wind intermittently which in trees is probably fine but against the house, not such a good idea. Considered this when putting them on the house however, wasn't sure how well it was heard through the wall. Needless to say, that was answered pretty quickly. These aren't meant to last a long while but they do seem to deter the woodpeckers. Highly suggest removing the bells if putting on the side of a house. You'll have to refresh them after a few weeks - the string in particular isn't really weather friendly. Maybe use two-sided outdoor tape.

I Feel Dumb For Buying This Product. POST-REVIEW UPDATE 9/18/23.
We were having trouble with a woodpecker damaging a beautiful tree in our yard; everyday more holes in the trunk. We tried different strategies to deter the woodpecker. We bought these owls as a last attempt. We hung all the owls in the tree and the woodpecker didnt skip a beat, he was back damaging the tree immediately. The owls were kind of cute hanging in the tree, however they serve no purpose, they are not durable, and are expensive for the cheap quality. As it stands, the owls fell apart after one rain and are now in the landfill and the woodpecker is dead.
